EDRP Program
On June 8, 2021, the Commission issued an approval of the Emergency Demand Response Program (EDRP) and its associated Scheduled Dispatch Program (SDP) in order to help mitigate the possible resource shortfall following the September 2022 retirement of the AES coal plant on Oahu.
What is HECO EDRP?
We are working with customers to assist HECO in providing them with energy to support the grid. Customers agree to allow us to tap their systems, within clear limits, to help meet the utility need for flexible electric use. If approved you will get rewarded, generally with credits that reduce your monthly bill!
Also, if you installed a solar system within the past 10 years and your power consumption has since increased it is a good way to bring your HECO bill back down and help maintain your 1:1 NEM Credits!
Who does this benefit?
This greatly benefits customers with new and existing solar systems, this is because EDRP allows you to add additional capacity to your system while still having full benefits from this program.
Also, by helping balance electricity use this benefits customers by helping them save money through participating.
Battery Bonus Program
Currently, Hawaiian Electric will pay a cash incentive and provide bill credits for customers to add energy storage (a battery) to an existing or new rooftop solar system. These perks will help move Hawaii toward its goal of 100% clean energy by 2045 and add more renewable resources to the grid as Hawaiian Electric retires generators fired by fossil fuels.
Eligibility
New and existing DER customers (including commercial customers) that agree to a multi-phased ten-year SDP and add new battery storage system energy capacity that can be charged from their PV system are eligible to participate. The incentive will be given to the owner of the solar-plus-storage system. This could be a customer who owns the system or a corporation that leases it to the house or business.
Participation in the SDP will not prevent customers from being eligible to participate in other DR programs. provided provision of the services required by both programs is feasible.
Participation
Customers who participate must use and/or export electricity stored in the battery at the committed amount that was agreed upon. Our solar consultant will assist by determining what would be the best committed capacity for your system!
The total program term will be 10 years. Hawaiian Electric has set a strict two-hour timetable for these batteries from 6 p.m. to 8:30 p.m. daily, including weekends and holidays, until December 31, 2023.
There is a 30-day period once the battery is installed and operational to ensure the system is working properly. Seven days of operational performance data will be collected to verify the incentive amount and illustrate how much the battery exports during the peak period. Hawaiian Electric is required to pay the incentive within 30 days of receiving the data.

Our contractors will assist with the completion of forms and their submission using Hawaiian Electric’s online Customer Interconnection Tool. The amount of the incentive will be determined by obtaining a building permit from the City & County Department of Planning and Permitting or proof of permit application.
Application Period
The deadline for applications is June 23, 2023, or until the 50MW quota is achieved. If the contracted capacity or export amount of the storage system changes, it must be adjusted within 30 days of getting notified, or the customer will be charged $100 per month.
Termination
If a customer wishes to terminate their enrollment, the customer must submit written notice of an intent to terminate within sixty days of the requested termination date. If termination occurs before their ten-year commitment they are required to pay a prorated portion of the incentive they received after operational verification.
